I have a RAD Mini ST2. There is a knob on the front fork that will lockout the suspension. Why would anyone want to lockout the suspension?

Locking the fork makes pedaling more efficient, and gives you a more direct road feel (less mushy). I use it on smooth pavement, or casually pedaling around the neighborhood with kids. The other 90% of the time it's unlocked and ready to soak up those bumps!
