Title: Dropout washer

What is the purpose of the silver washer like piece between dropout and lock nut?

I wasn't able to align it with its hole

It is a for torque.  I think if you flip it and rotate the wheel it will align.

I looked at my RC5+ and it shows you are missing a bolt. Maybe check a local bike shops for a spare bolt. This video suggests an M5 but I'm not sure if that is consistent to our RAD RC5+.
