If it's like my Radrunner 1, the holes aren't threaded. I found the diameter by inserting the largest drill bit that would slide through. I used carriage bolts and wing nuts from an old porch swing. The nuts would vibrate loose. I solved that with a little RTV on the threads. The rubbery adhesive keeps the nuts from vibrating loose, but I can unscrew them with my fingers.

I have three plastic crates on Radpower racks. The flexing of a plastic crate can allow rattling. These can help hold a crate down tight.

The tensile strength is 120 pounds, and unlike ordinary zip ties, they don't get brittle in winter cold.

I stick a strip of it on the metal rack so that the crate sits on a cushion.

Does anyone know the screw size and length to install a milk crate to the rear rack on the 3+?
