Congrats on successfully finding a way to get the output voltage on. 
I have just developed the same issue on the same battery. You said you jumpered between the Vic test pad and gord. Just wondering what point you used for ground. Also I haven't checked the fuses yet but you said there were two of them. Is one at the charge port end and the other at the output end. I'm asking because I haven't cut open the blue plastic wrapper yet.
