Stick rear wheel washer, derailleur side

Anybody have any advice on getting a stuck washer removed from the rear wheel axle? The nut came off fairly easy, but I can't get the washer loose. I've tried pulling in the derailleur guard, WD40 and prying with a flathead screen. Won't budge.

Try an actual penetrating oil such as Liquid Wrench rather than WD40.
