High vis windbreaker

I'm looking to buy a high visibility windbreaker that I can add layers underneath depending on temperature. Live in the PNW. Waterproof would be nice, removable sleeves a bonus but not necessary. REI has some nice but expensive ones. Amazon has some at the other end of the scale but hard to tell about quality. Suggestions?

Also in the PNW, don't ride in rainy or very cold weather.  I'm very happy with this one I ordered this past Spring:  https://amzn.to/3rSnfRl  Don't need to wear it often, but it seems pretty well made for the price and the blue is pretty visible and probably the brightest color available.  Has a thin non-removable lining that's enough to block wind and hold some heat if you have a sweatshirt underneath.  Sleeves do not remove, there is elastic at waist and wrist and drawstring cords at waist and hood.  I think it's a good value for a lightweight jacket.

Don't know if it'll be available to you, but Amazon gave me a try-before-buy arrangement to check it out for size and function before paying.

I wear a Patagonia Houdini pullover. It has pretty good wind resistance and is positively tiny when packed into its pouch, perhaps the size of a couple of decks of playing cards. I just leave it on my bike all the time. If you're looking for something with an added liner, or for the rain this probably won't work. Arc Teryx makes a nice one too, but it's kind of pricy for such a thin garment at about 170. I have one of their gore Tex models for wetter weather, but rarely ride in the rain.

I have to say that this has become my favorite jacket. It's lightweight it packs really small and is extremely comfortable to wear. I have been caught in a pretty good downpour and I was completely fine. The hood fits very well over my helmet. 2 hours ago I returned from an errand in a snow rain mix with no problems at all. I also comfortably use this jacket with a puff jacket lightweight underneath in 24° weather. I was comfortable.

They did send it to me for review, but it is a high-quality product that should last a long time. I've also been enjoying the waterproof socks quite a bit.

I also posted this on the Facebook page. Someone there suggested J&G Cyclewear, made in Oregon. I like that they're made locally. I'm going to pick one of their jackets.

Showers Pass does make some quality product but a bit pricey.
