PAS sensor LED always on, what does this mean?

Greetings,

I?m trying to get my Radwagon 4 working with an upgraded 35a controller.  So far can?t get PAS working.  The red LED on tge sensor immediately comes on upon connection and stays on, I thought it would only be on (and blinking not constant) only if the pedals are actually moving.

Is this an incompatibility issue?
