Bike covers when on rack.

Does anyone know of a bike cover when the bike is on a rack on a car.  Something that would keep the bike dry if you got into a rain storm while transporting the bike.  Also does anyone know of a plug you can put in the outlet on the bike when you take the battery off and put the bike on a bike rack on a car so dirt/water will not get into the connection port?

If you want to use the cover when underway you'll need some additional lights since the cover will block brake/turn signals. Also keep in mind your license plate won't be visible.
